Therefore, whosoever resisteth this power thus ordained of God resisteth the
ordinance of God [Rom., xiii. 2], unless there are two principles [beginnings], as
Manichaeus10 pretends there are. But this we judge to be false and heretical. For Moses11
says that, not in the beginnings, but in the beginning, God created the heaven and the earth
[Gen.,i. 1]. We therefore declare, say, and affirm that submission on the part of every man to
the bishop of Rome is altogether necessary for his salvation.
